Smart and Skilled helps people obtain the skills that they need to find a job and advance their careers.
Emergency Australia is approved under Smart and Skilled to deliver part qualifications. These part qualifications will be added to our website upon approval and where places are available for enrolment.
Eligibility
Smart and Skilled is available to individuals that meet the eligibility criteria. If your answer is yes to all four of the following questions, you should be eligible to enrol in NSW government-subsidised training with an approved Smart and Skilled Provider, such as Emergency Australia.
- 15 years old or over?
- no longer at school?
- living or working in NSW?
- an Australian citizen, Australian permanent resident, humanitarian visa holder or New Zealand citizen?
Examples of evidence that can be supplied to confirm eligibility is noted at the bottom of the page.
Smart and Skilled, Skilling for Recovery – Redeployment and Youth Initiative Eligibility
Until 31st December 2021, those that have met the above Smart and Skilled eligibility, plus one of the following eligibility criteria, may be eligible for a fee-free part qualification under the Skilling for Recovery – Redeployment and Youth Initiative.
- Youth (16 to 24 year olds)
- A Veteran
- A Veteran’s spouse
- Commonwealth Benefit Recipient (Commonwealth Government Benefit Recipient, Dependant of Commonwealth Government Benefit Recipient)
- An unemployed person
- An employed person who is ‘expected to become unemployed’ who falls into one of the following four categories:
- Stood down/furloughed employee
- Person who has been employed for 6 months or less
- Low skilled/unskilled employee
- Workers in declining industries

Before you proceed with your enrolment, you should take note of, and read through the following Student Information:

- Third party information – Emergency Australia does not engage third parties for any part of its training and assessment delivery, recruitment of prospective learners (including Brokers), or administrative functions.
- Recognition of Prior Learning and Credit Transfer information – refer to the Application and Enrolment Policy and Procedure and the Assessment Policy and Procedure.
- Deferring or discontinuing training information – refer to the Variation, Withdrawal and Cancellation Policy and Procedure.

Notification of Enrolment Process
Once you have selected the course you wish to enrol in, have read through the Student Information, and supply evidence to meet the Smart and Skilled eligibility, you can commence the enrolment process.
To proceed to enrolment under Smart and Skilled, the following Notification of Enrolment Process must be followed:
- Consent. You must provide Emergency Australia with consent to use your personal information.
- Third party arrangements. Emergency Australia does not use any third parties. Should this change, you will be informed of the nature of the relationship and the details of the third party.
- Provider Calculator. Emergency Australia will use the Smart and Skilled Provider Calculator to confirm your eligibility, input the details of any Credit Transfer or Recognition of Prior Learning to generate the Fee Chargeable and Subsidy along with any Loadings (if applicable).
- Notification of Enrolment Report – Provider Copy. Emergency Australia will generate and retain this report. It will be referred to should the Fee Chargeable and Subsidy is adjusted after your Commitment ID has been issued.
- Prospective Learner Declaration. You will be sent a declaration which you must sign and return, declaring that:
- In relation to the Notification of Enrolment Process, that you have provided true, accurate, complete and not misleading information to Emergency Australia.
- A Notification of Enrolment Process has not been concurrently completed for the same qualification and/or the same unit(s) of competency for the same or other qualification(s)
- You have been informed of all applicable third party arrangements.
- You have received the details of the Fees Chargeable and the Student Information.
Unique Student Identifier (USI)
The USI is a 10 digit alphanumeric number that you create through usi.gov.au website. The purpose of the USI is to consolidate all nationally recognised training and assessment that you have undertaken since 01/01/2015. The USI is an individual number, specific only to you and will stay with you for life.
Not sure if you have one?
If you have undertaken nationally recognised training since 01/01/2015, unless you have been exempt to holding one, you likely have one created. If unsure, you can Find your USI by providing your Email Address or your Mobile Number, answering some questions and providing some personal details or providing personal details and an identification document.
If you are unsure if you have a USI, first check to see if you have one before creating.

To create a USI
If this is the first nationally recognised course that you have completed or have completed after 01/01/2015, you will need to create a USI. To Get a USI, you will need to have access to one or more forms of acceptable identification. This includes:
- Australian passport
- non-Australian passport (with Australian visa)
- Australian birth certificate
- Australian driver’s licence
- Medicare card
- certificate of registration by descent
- Centrelink concession cards
- citizenship certificate
- ImmiCard

Permissions to access your USI
As you are applying for subsidised training, you will need to set your USI permissions to allow Emergency Australia and the NSW Department access to your USI record.

Smart and Skilled Eligibility Evidence

Proof of identity and date of birth (must be 15 years and older)
- Unique Student Identifier
Living or working in NSW
- Commonwealth or NSW Government issued document showing living location, or
- Employer issued document confirming employment in NSW
Citizenship
Australian
- Australian Birth Certificate.
- Australian Citizenship Certificate.
- Australian Passport.
- Green Medicare Card (current).
New Zealand
- NZ Birth Certificate.
- NZ Passport.
- Green Medicare Card (current).
Permanent Australian Resident
- Certificate of Evidence of Resident Status (CERS).
- DIBP Visa Entitlement Verification Online (VEVO) and check against passport.
- Green Medicare Card (current).
Humanitarian visa holder and Partner visa holder (refugee or asylum seeker)
- Relevant visa documentation or ImmiCard (where appropriate).
- If on a bridging visa, the learner must provide a document from DIBP linking visa to application for humanitarian visa.
Skilling for Recovery Eligibility Evidence
Certified copies of evidence is required. We note that this may not be something easily undertaken with COVID-19 restrictions.
Veteran
- DVA White Card
Veteran’s recognised partner (spouse, recognised de-factor or ex-spouse/recognised de-facto)
- Statutory Declaration
Aged 16-24 at the commencement of training
- Unique Student Identifier
Recipient of a Commonwealth Government benefit
- Letter from Human Services (Centrelink) confirming receipt of benefit, or
- Current concession card, or
- Current Centrelink income statement.
- All to show CRN number and benefit/allowance category.
Alternatively
- Evidence from Department of Veterans Affairs stating their pension/benefit status, or
- For learners on Austudy or Youth Allowance a Centrelink approval letter – shows CRN and commencement date of benefit is within 2 weeks of their enrolment, or two weeks of the first participation in training.
Dependant of a Commonwealth Government benefit recipient
In addition to evidence above (Recipient of a Commonwealth Government benefit)
- must have evidence Centrelink recognises the learner as a dependant. Must show CRN number and benefit/allowance category.
Unemployed
In Emergency Australia Application/Enrolment Form, Labour Force Identifier is recorded.
Employed person who is expected to become unemployed
Falls into the following categories
- Stood down/furloughed employee
- Employed for 6 months or less
- Low skilled/unskilled employee
- Working in declining industries (must seek Dept approval)
Evidence that meets the categories listed can include:
- Letter.
- Email.
- Employment contract.
- Notice of redundancy.
- Other employment related documentation.
For category 2 (employed for 6 months or less):
- The start date of employment is no more than 6 months before the training date.
